The main goal of the website of SAIL is to inform anyone who is interested about the activities of this platform. Therefore the site has a sober and straightforward lay-out. The information is regulary updated by the executive secretary of SAIL, Riekele Bijleveld. Goals of SAIL SAIL, established in 1996, is the umbrella organisation of five specialised Dutch centres of higher learning, all of which are geared towards capacity building, education, research, and advisory services particularly in and for developing countries. The Dutch acronym SAIL stands for ‘Council of Institutes for Postgraduate International Education in the Netherlands’. The SAIL network comprises five institutes:
The five institutes receive a subsidy from the Dutch Ministry of Education, Culture and Science. This subsidy is earmarked as the contribution of that ministry to Dutch Official Development Aid (ODA). The main goals of SAIL are to:
Since october 2006 SAIL has taken over a few representational tasks regarding Mobstacles, the Code of Conduct, and Export Higher Education from the former FION. FION used to be the umbrella organisation of 11 institutes including the five SAIL-institutes. See news for more details. Mission of the SAIL-members The universally accepted view that knowledge plays a key role in successful sustainable development is the very core of the philosophy of SAIL and its partners. The activities of the SAIL-institutes can be divided into four categories: education, research, institutional development and advisory services. Education SAIL-institutions offer long-term education as well as short-term education:
The SAIL institutes cover a large number of disciplines ranging from engineering, urban development, socio-economics, and business development to management. Education in English aims at mid-career professionals. Research Every year more than 50 students from SAIL-institutes complete a PhD-program. Research is carried out to stay at the edge of knowledge finding in SAIL-disciplines. SAIL-research particularly focuses on the development and application of theories, tools and instruments to counter the problems of developing countries and countries in transitions Institutional development Institutional development - by far the most important type of project service carried out by the SAIL-institutes - aims at establishing and/or improving the institutional set-up and capability of educational and professional. SAIL institutes co-operate with counterpart organisations in developing countries in assisting to meet their requirements of the changing environment. Their staff members comprise a mix of Dutch and international staff. Advisory services Advisory services are an integral component of the core mission of the SAIL-institutes. Carrying out such services enable them to keep in touch with the working environment of students and clients, remain at the forefront of market developments, and adjust training and research priorities accordingly. SAIL institutes are partly funded by the Netherlands Ministry of Education, Culture and Science. Via Nuffic the Netherlands Ministry for Development Co-operation provides funding for long-term institutional development projects, scholarships and training. But also national governments, international donors contract the SAIL-institutes to develop and implement their policies. A growing population of self-paying students finds its way to the SAIL-institutes. Within the SAIL framework the institutes are able to blend the characteristics of academic institutions with those of consultancy firms. Their Masters’- and PhD-degree education and research activities make them academic institutions; whereas their extensive track record of international technical cooperation projects qualify them as consultants. SAIL institutes have been in existence for over 50 years and maintain a world-wide network of clients and alumni (50.000 persons) as recipients of their inputs. Each year SAIL institutes train over 3,000 professionals in the Netherlands as well as in the countries requesting technical assistance inputs. The institutes have and are currently carrying out numerous capacity building and institutional development projects all over the world. Affiliated organizations In the Netherlands SAIL cooperates closely with another umbrella organization: the Platform for International Education in the Netherlands (PIE). The SAIL-institutes are also a member of this platform. On certain issues SAIL works together with other Dutch higher education councils like HBO-raad, PAEPON, and VSNU. In the past SAIL worked closely together with FION (the Federation of International Education Institutes in the Netherlands) but the federation has been discontinued.
